Second Allocation Expression of Interest Lottery

On July 3, 2019, the Government of Ontario announced its plans for a second allocation of cannabis retail store authorizations.

Ontario Regulation 468/18 under the Cannabis Licence Act, 2018 has been amended to reflect this new allocation. The Regulation establishes that the AGCO must use a method for selecting applicants that does not rely on the discretion of the Registrar or of any other person.

As a result, the AGCO is holding a second Expression of Interest Lottery to allow pre-qualified prospective cannabis operators to apply for a Retail Operator Licence for one of 42 retail store authorizations in Ontario.

The 50 new pot shops are set to open in Ontario 42 regionally and 8 on first nations. The Alcohol and Gaming Commission of Ontario will once again be holding a “lottery” to select the shops.

19 of which will be opening in the greater Hamilton and Toronto area a first come first serve process will determine the eight set to open on first nations. Since legalization, there have been issues at some retail locations such as demand far exceeding federal supply.
